These posts, earning up to 4.6 million likes and hundreds of thousands of comments, ranged from reporting on the attacks by major British news outlets like BBC News and Sky Sports to more personal posts about the players.&nbsp;



The vast majority centered around Rashford, a Manchester United striker who has published multiple top-trending posts since England’s loss, including an in-depth reaction the day after the game which drew the most comments (230,000) of anything published on Instagram this week.&nbsp;



In the popular July 12 post, lauded in the comments by a number of other high-profile soccer stars, Rashford apologized to fans for missing the penalty, but said he will “never” apologize “for who I am and where I came from.”&nbsp;



He also highlighted the response to the defacing of a mural of his face in his hometown of Withington, Manchester, saying it brought him to the verge of tears to see fans&nbsp;<a href="https://www.theguardian.com/football/2021/jul/16/marcus-rashford-mural-racial-police-manchester-artwork" target="_blank" rel="noreferrer noopener">cleaning up the vandalism.</a>

TOPLINE The U.K. is working towards dropping mandatory quarantine requirements for fully vaccinated travelers from other countries, transport minister Grant Shapps announced on Friday, a move that follows an earlier rule tweak that had extended the privilege only to fully vaccinated U.K. residents.

TOPLINE Amazon and Google are facing a formal investigation in the U.K. over concerns they are not doing enough to protect users from fake reviews, the competition watchdog announced Friday, adding to increasing regulatory efforts around the world to compel tech companies to take more responsibility for problematic content on their platforms.

The Competition and Markets Authority said it had opened an investigation to determine whether Google and Amazon had broken consumer law by failing to take sufficient steps to “protect shoppers from fake reviews.”&nbsp;



The probe follows a broader investigation into fake reviews last year that “raised specific concerns” the two companies were not doing enough to detect and remove fake or misleading reviews or to identify “suspicious patterns of behavior” among reviewers.



The CMA said it was also concerned that neither platform had done enough to discourage businesses or reviewers from posting bogus reviews and Amazon in particular had failed to prevent sellers from manipulating its product listings.&nbsp;



“Fake and misleading reviews have the potential to impact on businesses’ star ratings and how prominently companies and products are displayed to consumers, changing their whole shopping experience,” the watchdog said.&nbsp;



The companies face enforcement action should the investigation find they have broken the law, the CMA said, which could include formal commitments to deal with the issue or, should they fail to do so, court action.&nbsp;&nbsp;&nbsp;



Amazon and Google did not respond immediately to&nbsp;Forbes’&nbsp;request for comment.

Andrea Coscelli, the CMA’s chief executive, said the watchdog’s worry is “that millions of online shoppers could be misled by reading fake reviews and then spending their money based on those recommendations.” In addition, “it’s simply not fair if some businesses can fake 5-star reviews to give their products or services the most prominence, while law-abiding businesses lose out,” Coscelli added.

Online reviews are a powerful driver of consumer decisions, whether that be for what to buy, where to go or what to eat. Many people rely on them as a metric to determine quality and authenticity and reviews will shape what is shown to consumers. A 2015 study by the CMA&nbsp;<a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/436238/Online_reviews_and_endorsements.pdf" target="_blank" rel="noreferrer noopener">estimated</a>&nbsp;them to drive around £23 billion (around $32 billion) in spending a year in the U.K. alone. To seize upon this, an entire&nbsp;<a href="https://www.bbc.co.uk/news/business-56069472" target="_blank" rel="noreferrer noopener">industry</a>&nbsp;has emerged trafficking in fake or misleading reviews. The CMA has previously&nbsp;<a href="https://www.theguardian.com/business/2019/jun/21/facebook-and-ebay-told-to-take-action-over-fake-reviews-cma" target="_blank" rel="noreferrer noopener">ordered</a>&nbsp;Facebook and eBay to tackle the problem after it found “troubling evidence” of a thriving marketplace for fake reviews.

Strictly Come Dancing on the BBC is arguably one of the biggest shows in the United Kingdom. And 2020 saw, for the first time since the ballroom and Latin dancing show started in 2004, a back-to-back win for a South African professional dancer.

Pretoria-born, Oti Mabuse, took home the Glitter Ball trophy for the second time in December 2020 making her the first professional on the show to win a back-to-back title. What made the win more significant was the dancer was paired with 56-year-old English comedian, actor, and musician, Bill Bailey. Bailey is the oldest-ever winner Strictly has seen in its 18 seasons.



A win that everyone said could not happen in week 1 of the competition.



“You don’t know this but in the UK they take a vote,” Mabuse laughs from her home in London in a recent interview with FORBES AFRICA. “And they will tell you who they think the first person to go out will be. And we were voted the first couple to go out… And that motivated me and I said fine I will show you all. We will show you all.”



And show she did, in the nine-week-competition. What further drove the 30-year-old ballroom and Latin dancer to want to win is the fact that she loves her job and that she is representing her country.



“It’s in my DNA. I always say it&#8217;s because of where I come from that I am the way I am. I look at how my mom literally raised us. From the Winnie Mandelas and the Sarafinas. Women in our country are just strong. We are fighters,” she explains. “I have never met a South African woman who is just like ‘meh’.”



Mabuse has been dancing on Strictly since 2015 and won for the first time in 2019 with English actor and racing driver, Kelvin Fletcher. The format of the show, unfortunately, had to change in 2020, from having to have a smaller crew, fewer couples, and no live audience. The win feels more special to Oti because it was during a time that has been very difficult, so having something positive happen does feel “amazing.”



“In the last couple of weeks, I think it&#8217;s soaked in slowly and but I think that’s only because we’re in lockdown. But you know, people at home don&#8217;t really get to see what it meant to people other than us. We did the show, and we were kind of isolated in our own small bubble. So you didn&#8217;t get to see other than the cast and crew and what their reaction was. It’s just been absolutely unbelievable,” Mabuse says.

AstraZeneca has resumed its phase three clinical trials in the United Kingdom for the company’s coronavirus vaccine candidate after abruptly&nbsp;<a href="https://www.forbes.com/sites/danielcassady/2020/09/08/astrazeneca-puts-phase-3-vaccine-trial-on-hold-shares-drop-6/#45d5afba43fd">halting</a>&nbsp;the program earlier this week over fears that a study participant living in the U.K. was reportedly experiencing negative side effects from the drug.

On Saturday, AstraZeneca announced trials were back on after the pause, which the firm said in a statement was voluntary and allowed for a safety review by independent parties and regulators worldwide.



The U.K. leg of the investigations determined it was safe to continue, according to a release, and the U.K. Medicines Health Regulatory Authority gave their blessing for the trials to resume.



The phase three trials were called off earlier this week after reports that a participant had side effects that could possibly be linked to the trial.



Astrazeneca called the pause a “<a href="https://www.forbes.com/sites/danielcassady/2020/09/08/astrazeneca-puts-phase-3-vaccine-trial-on-hold-shares-drop-6/#45d5afba43fd">routine action</a>” when a clinical trial comes across a potentially unexplained illness in a participant that must be investigated to “maintain the integrity of the trials.”



AstraZeneca is developing the candidate alongside the University of Oxford, and has enjoyed a boost of&nbsp;<a href="https://www.forbes.com/sites/danielcassady/2020/09/08/astrazeneca-puts-phase-3-vaccine-trial-on-hold-shares-drop-6/#45d5afba43fd">$1 billion</a>&nbsp;from the U.S. government in funding along with 400 million doses on pre-order if the vaccine turns out to be safe and effective.

TOPLINE &#8211; Boris Johnson’s plan to ease restrictions in England has raised a fresh set of questions about worker safety and the timing of his new “stay alert” message, and has set the U.K. prime minister on a collision course with devolved nations Scotland, Wales and Northern Ireland who are insisting their residents “stay at home” to beat coronavirus.

For lockdown to be lifted altogether, the British government says that five tests need to be met: Ensuring the national health service can cope with the epidemic, a sustained fall in the daily death rate, a fall in the rate of infection or ‘R’, securing enough PPE to meet demand, and making sure that the risk of a second peak is low.



CHIEF CRITICS



There are a few, with most opposition centred on the government’s confusing messaging, short notice, lack of safety information for workers, and concerns that the new guidance leaves white collar staff protected, while factory and shop floor workers face the greatest risk.



The leaders of Scotland, Wales and Northern Ireland are united in their opposition to Johnson’s ambiguous “stay alert” message. Scotland’s first minister Nicola Sturgeon simply reinforced the original “Stay Home, Protect The NHS, Save Lives” message that her nation is sticking with. Welsh First Minister Mark Drakeford said his nation’s “stay at home” message&nbsp;<a href="https://twitter.com/fmwales/status/1259547228139651074?s=20" target="_blank" rel="noreferrer noopener">remains</a>.



Unions have criticised Johnson’s speech as not being well thought through, and say that the government should be issuing mandatory instructions to workplaces to ensure worker safety, and not just guidance.



Len McCluskey, general secretary of the U.K.’s biggest union, Unite, said in a&nbsp;<a href="https://unitetheunion.org/news-events/news/2020/may/mccluskey-decisions-taken-now-will-shape-our-countrys-future-we-need-clarity-to-build-public-confidence/" target="_blank" rel="noreferrer noopener">statement</a>: “People cannot get to work safely unless there is safe transport for them to use. Yet there is now a real risk that in a few hours&#8217; time, workers will be cramming onto public transport, putting at risk their lives and those of others.”



Meanwhile, teachers unions called Johnson’s plans “reckless.” General secretary of teaching union NASUWT told the&nbsp;i&nbsp;<a href="https://inews.co.uk/news/education/coronavirus-lockdown-restrictions-easing-schools-teachers-criticise-june-opening-2848500" target="_blank" rel="noreferrer noopener">newspaper</a>: “Signalling 1 June is more likely than not to create confusion if not some degree of chaos out there in the system.”



Keir Starmer, leader of the Labour Party, said the government’s plans raise “as many questions as answers.” He criticised the government’s lack of clarity around returning to work, that puts millions of people in a scramble to prepare for entering the workplace with just 12 hours notice.

With the number of daily deaths falling, ministers say the U.K. has moved through the peak of the epidemic.

Boris Johnson’s Attempt To Ease England’s Lockdown Is Confusing. Here’s What We Know So Far

Brexit was a sharp shock for the United Kingdom (UK) – Africa will feel its shockwaves in time.
According to Irmgard Erasmus, Senior Financial Economist, NKC African Economics, the biggest impact will be on forex and financial markets.
“This will primarily filter through to the real economy via the indirect impact of global risk sentiment on commodity prices, impacting the balance of payments and the monetary system, and implying that the upside risks to inflation have increased on account of exchange rate pass-through,” says Erasmus.
According to Erasmus, the African currencies most at risk from external headwinds are the Zambian kwacha, the Angolan kwanza, and the Ghanaian cedi.

“In turn, the CFA franc zone, under the two common monetary unions (the Central African Economic and Monetary Community, CEMAC, and the West African Economic and Monetary Union, WAEMU) is implicitly vulnerable to EU developments via the impact on the euro exchange rate. CEMAC and WAEMU peg their currencies to the euro at the same rate.”
On the markets, Brexit has been felt with share prices falling and investors rushing into safe-haven assets.
According to Rian le Roux, Chief Economist at Old Mutual Investment Group, South Africa is likely to be caught in the crossfire.
“South Africa will not escape the market or economic fallout of Brexit, although the full impact will likely only become clear over time. While our financial markets will pretty much echo global markets in the short term, the medium-term impact on South Africa will be determined by the extent to which commodity prices, South Africa’s export volumes, and capital flows to South Africa, are affected,” he says.
According to Le Roux, South Africa’s already poor growth prospects will be further undermined.
As far as the direct impact of a likely recession in the UK will have on South Africa, Le Roux estimates it would be relatively small, as the UK buys only about 4% of South Africa’s exports.
“However, one area that might be negatively affected is tourism, as the UK is responsible for about 18 percent of tourist arrivals from outside Africa,” he says.
However, Old Mutual Balanced Fund portfolio manager, Graham Tucker, says they expect their clients’ portfolios to be somewhat protected.
“Within our asset allocation funds, we have been positioned lighter than usual in South African equity and listed property (collectively known as growth assets), holding significantly more cash than normal in this volatile environment,” says Tucker.
While Old Mutual has been defensively positioned, they have holdings in counters that are attractively priced and have good fundamentals, but are exposed to Brexit risk. Within the Old Mutual Balanced Fund, these include Old Mutual, Investec and, more recently, UK property company, Intu.
“We remain comfortable with these positions on a longer-term view, but there is clearly downside risk in the short term as investors grapple with the implications of the Brexit referendum outcome.”
This fund holds about 12% in South African government bonds.
“These offer an attractive real yield and in our view should provide good medium-term returns. However, they could be impacted by a selloff in emerging market assets and currencies. The initial reaction of the bond market has however been relatively muted,” says Tucker.
According to Neil Wilson, market analyst at ETX Capital, fears that Brexit would kill off deals in the UK seems to have been overblown.
“Britain is very much open for business and the weak pound is key. A lot more British firms could become foreign-owned quite soon,” says Wilson.
Steven Gamble, a banking and finance lawyer at Norton Rose Fulbright, says given its historical trade relations with Africa, he is worried about the European Union’s (EU) instability after Brexit.
“Britain is the fifth largest economy in the world. Africa is not going to be immune to this. The UK is South Africa’s fourth largest export destination so it is important. The UK is also the largest investor in the South African economy which makes it critical,” says Gamble.
According to Gamble, Ghana is looking at short-term upsides in terms of gold and Kenya is stable.
“Every year, $21 billion is remitted from the UK to Nigeria. I am interested as to why there is a lot of anxiety there because the fact that the UK has come out of the EU shouldn’t have a direct impact on remittances,” he says.
Maybe we should take Old Mutual’s advice and take Brexit as an opportunity to put cash to work and gain exposure to quality assets that are indiscriminately sold off in the panic.

Brexit Wrecks It

Every year, mainly middle class students from Africa head off in droves to the United Kingdom and the United States to get a world class education.
But Britain’s Lancaster University and its partner, Trans National Education (TNE) Ghana Limited, are hoping to change this. They are opening a branch of Lancaster University in Ghana this month – the first of its kind in West Africa.
The campus will be developed into a major teaching and research university of international standing and will be a welcome addition to the country’s education system. Although in some regards Ghana is considered to be one of the best education hubs in West Africa, many academics describe pre-tertiary education at government schools as being in crisis.
Some of the reasons given are poor teaching and not enough teachers. Unions estimate that more than 30,000 teachers have abandoned their posts in recent years for greener pastures.
The Accra campus, known as Lancaster University Ghana, hopes to attract between 3,000 and 4,000 students in 10 years’ time.
Organizers say students will pay just 25% of the costs they would pay to study at a university in the UK or US. In today’s sluggish global economy, this saving is likely to be appreciated by parents who fork out large sums of money to ensure their children get a decent education.
“We are very happy. We have done a lot of recruitment… and have had an excellent response from students,” says the human resources manager for TNE Ghana, Martha Amankwah.
The university will be offering its foundation program this year, and students who enroll in this program will continue their undergraduate studies in October 2014.
The owners of TNE Ghana undertook a similar project in Dubai  with Australia’s Murdoch University. They say Ghana, with its growing middle class making it a lucrative sector for private education, was an obvious choice.
“Ghana is very important for us. We chose it because it is politically stable and a growing economy,” explains the project’s director, Raghav Lal. Post-graduate degrees will be offered as weekend programs, so students will be able to work and study simultaneously.
“Lancaster University Ghana will contribute to increasing the pool of internationally educated young people, ready to take their places in developing and growing the Ghanaian and wider African economy. It will join existing institutions of higher education to further enhance Ghana’s reputation as an educational hub for West Africa,” says the university’s vice chancellor, Mark Smith.
A range of undergraduate courses will be on offer, including management, business, international relations, computer science, law, psychology and the university’s world-renowned MBA program.
There will also be a bridging course for students who need additional training in order to be accepted into first-year courses. In the past, some government ministers have accused tertiary institutions of fueling the high level of joblessness among graduates, claiming universities and colleges enroll mediocre students who then graduate with sub-standard qualifications.
Students will be allowed to participate in summer schools at the university and they will have online access to Lancaster’s library. Lecturers will be flown in from the UK when necessary.
After completing their studies, graduates will receive the same degree certificate they would have if they had studied in the UK. “We will be giving students a UK education without them having to leave,” says Lal.
Although the university will not be targeting women students in particular, it says it has learnt some lessons from the Dubai experience and will set up what’s known as a ‘lunchbox association ’ to help women move forward in their careers.
The campus has appointed John Grainger as its provost. Until recently he was at   Dubai’s Murdoch University.
“Lancaster University has earned an enviable global reputation for exceeding student expectations of quality service delivery in the UK and abroad. Students at the Accra campus will benefit from the same exceptional standards. We offer first-class facilities, a convivial environment and commitment to unswerving student focus,” Grainger says.
Rakesh Wahi, founder of TNE Ghana Limited, says: “This campus is our first education venture in West Africa and shares the group’s vision of creating a network of branch campus experiences in Africa, through quality teaching, state-of-the-art infrastructure, research-led curriculum and innovation in delivery of the curriculum.”
Wahi and Zafar Siddiqi are also the founders of CNBC Africa, FORBES AFRICA, and the ABN360 group.

Private sector takes the gap in GHANA

Picture this: the biggest horse racing event in Africa, with vast prize money and the top riders in the world. This is what Phindi Kema wanted, but a wrangle with the owners of a racecourse soured this dream. This has left the horse breeder frustrated, desperate and packing her bags. She is off to the United Kingdom, taking her skills with her.
Kema grew up on a farm. Her grandparents were farm laborers and her parents bred pigs, but she broke away and pursued a law degree at Fort Hare University—in the Eastern Cape. After she qualified, she worked as a coordinator for the Truth and Reconciliation Commission—a restorative judicial body, which was assembled after the abolition of apartheid in South Africa—and in various senior corporate positions, but the pull of the farm was strong and Kema returned to her roots. She bought a citrus farm near Addo Elephant National Park, in the Eastern Cape, through the Land Affairs Proactive Land Acquisition Strategy (PLAS) program and became a farmer in late 2006. She befriended her neighbor, Elwyn Phillips, who was a horse breeder, and bought his Elandskraal stud farm. She renamed it Iphi’Ntombi—meaning ‘where is the girl?’ in Zulu—after the Zimbabwean-bred champion filly Ipi Tombe.
“She [Ipi Tombe] had a great career and won international races and made a name for Africa. She is now breeding in Kentucky. I suppose, I set a challenge for myself right at the beginning of my career and I’m still at it.”
At the time Kema was the only African Thoroughbred horse breeder in the country. She picked up the trade quickly, but after three years she felt that it was time to move on. She pursued her dream of creating the biggest racing event on the African continent, which led to the start of her company, Africa Race International (ARI). Phumelela Gaming and Leisure, a horse racing and tote betting operator, approached Kema with a deal to buy Arlington Racecourse in the Eastern Cape. The deal was almost complete when Kema became suspicious of certain clauses in the contract. Phumelela wanted all financial guarantees 30 days after signing the agreement even though they had not set an occupation date. The other condition was that Kema had to use Phumelela’s license and was not allowed to purchase her own.
“This was not acceptable to me as it meant that Phumelela would be in control of my entire betting business and fixtures relating to my racing.”
Further research revealed that Phumelela had bought Arlington Racecourse for a mere R1 ($0.10) and expected Kema to pay R50 million ($5.4 million) for it. Kema later found that this was common practice in the industry.
When contacted on the issue, Phumelela declined to comment.
According to Kema, in the past five years, four of the country’s racecourses have been sold for property development. Gosforth Park was sold to Wes Bank and is now a racetrack for motorsport and Newmarket, in Johannesburg, has been sold to retail.
“While other countries are growing the sport, South Africa is stifling the growth of the industry. Other countries look at us and they actually mock South Africa because they understand that this model is not sustainable and this is a recipe for disaster.”
Kema was frustrated with the Arlington Racecourse deal and became vocal, but felt that her words fell on deaf ears. Then she lodged a complaint with the Competition Commission and backed the case with research from her team of lawyers and experts on international horseracing. She lodged another complaint with the public protector to investigate the 1997 agreement, regarding the selling of racecourses between the Gauteng provincial government and the racing industry.
“Further to that, I instituted an R80 million ($8.6 million) civil claim through the Equality Court against the Gauteng provincial government. The respondent failed to oppose the claim and missed the set deadline of October 5, 2012. The matter is still before the courts. I was then invited to Parliament to give the Portfolio Committee on Trade and Industry an account of what had happened and put forward recommendations. Lastly, I wrote a letter to the International Federation of Horseracing Authorities (IFHA) to bring the matter to their attention.”
Kema says the government’s lack of knowledge on the subject made the process even longer and the fact that she was more knowledgeable did not go down well.
“Sometimes people with big titles do not enjoy being told that they have been duped, so they take what you say personally and react accordingly. This tends to ruffle more black and white feathers especially when it comes from a black woman.”
“I am appalled by the way the regulator runs the race office. I am resentful that the rich people have actually stolen the racing assets that belong to the country. This is what this whole issue is about […] that is what is killing South African horse racing.”
As things became complicated Kema’s life became court hearings, law suits and travel between Johannesburg and Port Elizabeth. She could have easily backed down but the inspiration of her mother’s late father, Joseph Wilcot Kavie, kept her strong.
“He owned properties when black people under apartheid laws were prohibited from owning properties. He never saw himself as a victim; he turned every negative situation to his benefit if he could make it when the odds were against him, why would I fail? &#8230; That’s the thought that drives me… I admire so many people but Sol Kerzner, Phuthuma Nhleko and Sir Sam Jonah stand out because they are all groundbreakers, who comfortably transcended so many barriers and Africa has a reason to be proud.”
At the end of February, Kema moved to her spouse’s homeland of the United Kingdom. She’s on familiar ground, having visited the country many times and one of her fondest memories is her visit to the Queen’s stud farm. Her plan is to relax, reflect and possibly write a book.
“I like the British attitude and the UK is my adopted country because it has taught me so much of what I know. In as far as horseracing is concerned, I feel deeply connected with them because they are supportive of my aspirations and do not see me as a threat, precisely because they are experts in this field and therefore have no insecurities.”
So this front runner has removed the blinkers from people’s eyes, even when the odds were against her, she never spit the bit and now it’s time for her to canter.
