As business leaders, climate scientists and global leaders gathered at Expo City Dubai in the United Arab Emirates (UAE) for the 28th edition of the Conference of the Parties (COP) from November 30, the dialogues reflected the dire and drastic changes needed to combat the excesses of climate change – and Africa was at the forefront.



With out-of-control climate conditions, the global community – public and private sector alike – promised to strive together for a more sustainable future. COP28 President Dr Sultan Al Jaber made it clear at the event’s opening plenary speech that “a key success factor across the climate agenda is finance”.



“For too long, finance has not been available, accessible, or affordable. This Presidency is committed to unlocking finance to ensure that the Global South does not have to choose between development and climate actions. Let this be the year that climate finance meets the magnitude of the moment,” he said.



COP28 mobilized over $83 billion in the first five days of the summit, setting the pace for a new era in climate action. On day one of COP28, the Presidency facilitated a historic agreement to operationalize and capitalize funding for Loss and Damage, supporting those on the front lines of the climate crisis with $726 million already pledged to date. The World Bank announced an increase of $9 billion annually for 2024 and 2025 to finance climate-related projects. Multilateral Development Banks (MDBs) announced a cumulative increase of over $22.6 billion toward climate action.



South African President Cyril Ramaphosa, also in attendance, echoed the sentiments but with the caution that “Africa is most vulnerable to the effects of a rapidly changing climate and have to adapt to build resilience within the context of historically low levels of development and severely limited capacity”. He applauded ‘the loss and damage fund’ meant to support and assist developing countries vulnerable to the adverse effects of climate change. A commitment of $100 million was made by the UAE towards the fund, paving the way for other nations to also pledge to the critically important initiative.



Dr Ngozi Okonjo-Iweala, Director-General of the World Trade Organization, encouraged by the announcement of this commitment, said to CNBC Africa at the forum: “We are seeing a lot more action than we thought. But we need more. We are far away from where we need to be and developing countries need all the support to make the transition.”



Samaila Zubairu, CEO of Africa Finance Corporation, said in an interview with CNBC Africa that African countries should take ownership of their own carbon market value chains, adding that focusing on communities and preserving the forests is the right way as this will help the continent with its carbon credit.



Climate finance does not necessarily mean funding to transition from fossil fuel to clean energy. For some, it means more. For Kenya, it means housing. Home to 1.2 billion people, in Africa, as urbanization gathers momentum, so does the need to build houses in a more sustainable manner.



Nasra Nanda, CEO of the Kenya Green Building Society, made it clear in an interview with CNBC Africa that they are pushing to unlock financing. She said getting governments involved in green infrastructure will lead to creating more jobs especially for the youth. Statistics currently show that nearly 72 million youth in Africa are not in education, employment or training.



“Young people do not even possess the basic technical skills and unless we fix that, we will not be able to upskill them…or give them [what is] needed to participate in the green economy,” said Abigail



Khuluse, Programme Manager for Economic Inclusion at the National Business Initiative in South Africa. “It’s imperative to give focus to the right skills that enable the youth to pivot or upskill to get opportunities within the green economy.” This requires both political and business will to work together to address the skills gap.



Apart from what Africa needs to do to be an active participant in the fight towards carbon neutrality, there is overwhelming pressure that developed countries place on developing nations. Global carbon dioxide (CO2) emissions from fossil fuels are expected to hit a record high in 2023 – as reported by the Global Carbon Budget report, published during the COP28 climate summit. Countries are expected to emit a total of 36.8 billion metric tons of CO2, a 1.1% increase from last year.



South Africa’s Minister of Forestry, Fisheries and Environmental Affairs, Barbara Creecy did not mince words when she spoke to the press at the summit. “While all countries have the responsibility to transition, responsibility that relates to national circumstances and national capabilities, South Africa fully supports the fact that the European Union (EU) wants to reach carbon neutrality by 2050 – and so they should – because it’s their use of fossil fuels over the last two-hundred years that has created the climate crisis.”



Whichever way one looks at Africa’s approach to climate change, the challenging global environment means fighting for the future of the world’s youngest population will require the continent to take control of its narrative in the climate dialogue.

‘A Lot More Action But We Need More’: Africa Takes Charge Of Its Narrative At COP28 Climate Summit In Dubai

Dubai’s ambition to become one of the world’s top three cities was further attested at the Dubai Business Forum on November 1 and 2 organized by Dubai Chambers, which operates six offices in Africa. The event saw several African entrepreneurs and policy-makers in attendance and deals signed between the two regions.



It’s the climate for conferences in Dubai.



With the searing summer months giving way to cooler weather in the coastal emirate, November commenced with the Dubai Business Forum (DBF) and will also by the month-end witness the start of the much-anticipated 13-day COP28 global climate conference.



An event powered by Dubai Chambers and held under the theme Shifting Economic Power: Dubai and the Future of Global Trade, the DBF from November 1-2 brought together key stakeholders from the government and private sectors from across the globe to explore strategic economic partnerships. This year’s inaugural edition at the city’s verdant Madinat Jumeirah attracted over 2,000 delegates.



Over two days, the forum highlighted the strategic imperatives to attract foreign companies and investment, advance the digital economy, and leverage innovative technologies to accelerate business and economic growth. The event also featured The Deals Hub, a dedicated space for businesses to forge partnerships and announce new initiatives, investments, and commercial alliances, which saw six agreements and deals signed at the event.



The booming metropolis of Dubai – one of the seven emirates of the United Arab Emirates (UAE) – with a population of more than 3 million, has always been a benchmark in business even for the emerging economies of Africa. The city’s ambition to become one of the world’s top three cities is a consistent mission for those in charge of making it a reality.



Visionary leadership



Mohammad Ali Rashed Lootah, the President and CEO of Dubai Chambers (a non-profit public entity that supports Dubai’s vision as a global player by empowering businesses, providing innovative value-added services and access to influential networks), puts it all down to the visionary leadership of Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. In a conversation with CNBC Africa, Lootah said: “We are blessed to have a leadership that has included the private sector and continuously regulates the policy and business environment. The secret is that we are always aiming to improve the way we are doing things.”



The government’s Dubai Economic Agenda (D33) aims to double the size of the emirate&#8217;s economy by 2033 through 100 transformational projects; advance its plans for green and sustainable manufacturing; add 400 cities to Dubai’s foreign trade map; and open economic corridors with Africa, Latin America, and Southeast Asia.



Currently, Dubai Chambers operates 25 international offices including six in Africa – the latest an office opened in Johannesburg in June.



Through this network, plans are to accelerate D33 targets of increasing Dubai’s FDI to over AED650 billion ($177 billion) over the coming decade.



“The UAE economy grew by 3.7% in real terms in the first half of 2023,” said Helal Saeed Al Marri, Director General of the Dubai Department of Economy and Tourism, in a fireside chat at DBF. “This represents robust growth against the backdrop of global and regional uncertainty and is still a higher figure than any of the other GCC countries.&nbsp;Moreover, the non-oil sector registered a growth rate of 5.9%. The UAE’s economic growth is a testament to our resilience, diversification, and commitment to openness and international cooperation.”&nbsp;&nbsp;



One of the central aims of Dubai Chambers is to increase FDI into the emirate.



“We’ve made strong progress in recent years, with Dubai achieving an 80% increase in FDI inflows between 2021 and 2022…We were also proud to see Dubai ranked as the top global destination for attracting greenfield FDI projects in the most recent edition of the Financial Times’ ‘fDi Markets’ data, which indicated that the emirate attracted 511 greenfield projects in H1 2023,” added Lootah in a statement.



Issam Kazim, CEO of the Dubai Corporation for Tourism and Commerce Marketing,&nbsp;and&nbsp;Brett Armitage, Chief Commercial Officer of Kerzner International that operates the Atlantis hotels in Dubai, spoke about the tourism sector’s role as an important revenue generator. Their session at DBF focused on how Dubai can serve as an example for economies around the world for its sustainable tourism.



Entrepreneurial ecosystems



South Africa-based EZulu Life, a multinational medical technology and nutraceutical company, was in attendance at the DBF, to sign an agreement with UAE-based biopharmaceutical company Bioventure Healthcare, to distribute the latter’s products and provide technical support in the southern and East Africa regions.&nbsp;Bioventure, with a market capital of $250 million-$300 million, is aiming to expand its reach in Africa, investing in life science and biotech solutions to promote innovation in healthcare and cater to the needs of patients in the Middle East and Africa.



The founder and CEO of EZulu Life, Mpumelelo Ndiweni told CNBC Africa in an interview: “We are coming together to set up facilities in Africa and address African challenges.” The company started before the pandemic, and took off when Covid-19 hit, when their immune booster products “flew off the shelves”. By the end of 2021, their products were in over a 100 outlets in southern Africa.



Ndiweni’s advice to entrepreneurs breaking into the Middle East: “Never stop knocking on doors here. We are where we are because of that. We tend to over-plan, but don’t wait. Start on your plan. The moment you see a gap, get in. There is huge potential for African products.”



Advancing the digital economy



“One very interesting area that has continued to flourish is the increased appetite and footprint from global and regional tech startups using Dubai as a base for them. Over the last few years, roughly 90% of tech startups that received funding throughout the MENA region are based in Dubai,” Dubai Chambers’ Lootah said to CNBC Africa. “Dubai is not only witnessing growth in the traditional sectors but also diversity for tech companies as a funding and growth region.”



The forum saw innovators such as Eric Aguilar, Co-founder and CEO of Omnitron Sensors, speaking about the Future of the Internet of Things (IoT), and shedding light on the growing use of innovative sensor systems in bridging the gap between AI and business growth.



Aguilar underlined the importance of effectively introducing innovative technology to the market. “By embracing exponential innovation, you can break through barriers and bring about a huge disruption in the market. We keep hearing that AI is going to change the world, and to some extent that is true. But – as good as AI currently is – we won’t realize the future we imagined without fundamental changes to IoT and hardware.”



The final session in the forum’s main arena&nbsp;featured an interview with&nbsp;Divyank Turakhia, Founder of advertising tech company Media.net, who discussed how Dubai’s resilient business ecosystem has supported his successful journey as a serial entrepreneur. Sharing key learnings on how to capitalize on lucrative opportunities, Turakhia said: “Each business is different – some require more capital, some require less, and will eventually grow. It is extremely important to use capital efficiently. The UAE is unique in the region due to the ability of the leadership to continually pursue their visions. As a result, they achieve their goals in a timely manner, which is not easily accomplished otherwise.”

Lessons For Africa’s Emerging Economies From Dubai’s Playbook On Business

FORBES AFRICA was at Expo 2020 Dubai to witness the tech-filled finale of the multi-billion-dollar, 182-day global event that also brought all of Africa.



The party was on for six months.



And on a balmy night, under a gold dome in a grand spectacle of sound and light that saw hundreds of performers and several thousand diverse and starry-eyed visitors, the curtain came down on the Expo 2020 Dubai that brought through its gates an estimated staggering 23 million visitors.



The closing ceremony of the world gala in the UAE emirate last night (March 31), had thousands of visitors streaming in well into the wee hours for the live shows, fireworks and pyrotechnics.



Tech reigned.



Even as Grammy award-winning singer and headline crowd-pleaser Norah Jones said it’s her first trip to Dubai and dazzled in a grey sequinned dress at the piano singing the soulful Come Away With Me, and as thousands thronged every inch of space on the walkways – dodging baby strollers and e-scooters – to hear global pop sensation Christina Aguilera, the true star of the show was the Al Wasl gold dome, the all-rounder of the mega event.



The intricate lattice dome’s eye-popping technical specs? At 67.5 meters tall and comprising 13.6 kilometers of steel, it weighs 2,544 tonnes – “as much as 25 blue whales”. And under it, a sea of humanity gazing at an immersive 360-degree projection system with giant fabric screens.



At the closing event, the baton was handed over to the Japanese city of Osaka, where the next expo will be held in 2025.



The UAE, which celebrated its 50th year during the expo and changed its weekend to Saturday and Sunday in keeping with the West, is home to multiple nationalities. The expo, delayed by the coronavirus pandemic, is being seen as “the start of a new beginning”.



Africa was well-represented too. The colorful African stalls in the world souq areas were quite the magnet for crowds, with hand-woven African baskets and print sandals selling at Dhs100 ($27) a piece.



The African Union pavilion located within the Opportunity District at the expo site spoke to the Agenda 2063 aspirations of the continent and strengthening trade links between the Middle East and Africa.&nbsp;&nbsp;



“It’s been a great experience,” says Coumba Dioukhane, a spokesperson at the Côte d&#8217;Ivoire pavilion, even as crowds queue up around us to get their expo passports stamped by the West African country.



“We were able to showcase the Ivory Coast from an economic, social and cultural point of view; this was an opportunity to show to the whole world where we are, and the investment opportunities we have.”



Similar sentiments at the Sierra Leone pavilion.



The salesman at the store inside points to the python skin for sale and a crocodile skin handbag selling for Dhs1,500 ($408). “But you know we also have gold and diamonds,” he says with a glint in his eye. “Our country was hidden but not anymore. The last six months here in Dubai have been incredible.”



South African President Cyril Ramaphosa had also been at Expo 2020 Dubai, at his country’s pavilion three days before the finale, calling it “a seminal event… as we strive to recover and rebuild in the wake of the pandemic”.

With Expo 2020 Dubai opening to a lavish and spectacularly starry night in Dubai, United Arab Emirates (UAE), on September 30, the world fair with the theme, Connecting Minds, Creating the Future and a message on global cooperation and a sustainable future, will be well-represented by the African continent.



The opening ceremony featured stunning visuals and world-class acts, at Al Wasl Plaza, where legendary Italian tenor, Andrea Bocelli, enthralled with the song, The Prayer.



Each of the 191 participating countries will have its own pavilion at the six-month event opening on October 1.



To a query from FORBES AFRICA about Africa’s participation, the organizers had earlier said:&nbsp;“For decades, the UAE and Africa have enjoyed strong economic ties. Africa has a lot to offer, and the Expo will provide a platform for African nations to tell their story and promote a continent that is ready to move forward and a secure place to do business. For the first time in the 170-year history of World Expos, every African nation will participate, each with its own pavilion, while the African Union will also host its own pavilion at Expo 2020. Building on the long-standing friendship between the UAE and Africa – one based on mutual respect and a shared vision – Expo 2020 offers African nations the opportunity to showcase their individual visions for the future.”

‘Every African Nation’ At Expo 2020 Dubai As World Fair Opens

I was privileged to join the Hogan Lovells conference on Championing Africa in July. An important discussion was around creating a positive environment during crisis and some very inspirational ideas were exchanged. True leadership is continuing to do exceptional things even during challenging times. Everyone is dealing with similar challenges today; what makes a prodigious leader who is able to manage through fear unknown to our times?



There are some countries that have walked the talk and none better than the United Arab Emirates (UAE) that has been our home for the last 31 years. The region has seen the worst crisis with oil prices flirting at the lowest in a decade, tourism coming to a standstill, Expo 2020 Dubai and a host of other conferences being postponed, the airline industry being annihilated and a massive exodus of expatriates resulting from job losses. The initial response caused by uncertainty was no different than in all other parts of the world; the fear of the unknown was evident in the decision-making. The gloom from Europe and the United States gave cause to get into a huddle to find short-term solutions mainly to slow down the spread of the pandemic. The initial shutdowns followed by the easing of restrictions, brought back a sense of relief and confidence but more than anything, there were several factors that gave citizens comfort.



The first was the visibility of the leaders. From time immemorial, soldiers on the battlefield fought relentlessly as long as they saw their flag flying; it gave them hope. In today’s context, this confidence comes from leaders who have the fortitude to stand before their people and give them an accurate picture of the crisis; the good and the bad. The UAE leadership kept everyone updated regarding the healthcare facilities and challenges, causes for the spread but more importantly, the tangible steps being taken to address the pandemic.



The second was the integrity of the community in general. The UAE is the unprejudiced home to 150 nationalities and is the greatest melting pot of cultures. It was overwhelming to see people help each other in small but meaningful ways. The governance in the country was strengthened to a point where predatory or mercenary conduct was completely nonexistent; there have been no examples of covid-preneurs or carpetbaggers during this period. There is nothing worse than witnessing the soulless profiteering from the misfortune of others.



The third was in catalyzing community activities and fund-raisers to help the needy. Campaigns requesting contributions of US$ 2 per meal were initiated to provide millions of food packets to the needy which not only helped people that were suffering but the orders were placed with small business owners who could provide the food packets at a time when restaurants were closed. The government does not have the resources to meet every need of its constituents but acts as a catalyst to bring stakeholders together and achieve multi-dimensional results.



The fourth was the celebration of stories of personal sacrifice and selflessness, initiatives of the public and private sector and the announcement of new initiatives and projects. At every opportunity, the government recognized citizens who had helped others, the sacrifice of healthcare workers, the police department and many other stakeholders. It regularly announced the infrastructure and healthcare plans that were being prepared and the resources being deployed in dealing with the pandemic. Being an economically developed nation, the UAE has also assisted countries as far away as Brazil and has received the appreciation of global leaders. Additionally, as some projects and activities (Expo 2020 Dubai) were being delayed, the country announced and celebrated the launch of Orbiter Hope, its Mars Mission, on 19th July 2020 and its nuclear energy project that would supplement the energy needs of the country.



The fifth example was in finding opportunities in the crisis. Other than ensuring that the services, including judicial and immigration, remained uninterrupted there was an effort from the government to ensure that it stayed alert to the changing environment and adapted to the needs of the present. The situation in March was very different and armed with the knowledge of what worked and what didn’t, the government took bold decisions to manage some of its crisis sectors. The badly-hit Emirates and Etihad airlines remained open for business by taking stranded passengers from different parts of the world and rather than focus on the crisis and layoffs, the only messaging was on the various initiatives that were being taken and the routes being opened. Similarly, the country will now play host to the annual Indian Premier League (IPL) cricket tournament which is a star-studded tournament hosted annually in India. This will turn around the complete hospitality industry from September to November this year. Additionally, as the Chinese government is facing difficulties finding friends, the UAE will play host to scores of companies that are setting up to take advantage of the geographic location and connectivity of the country.



Finally, the government recognized the value and proactively engaged the media to ensure that the messaging was accurate, timely and balanced. Nothing is more damaging than misinformed or irresponsible media at a time of crisis and it is in the hands of the government to ensure that proper touch points are established to provide information so that there is no speculation on critical matters. This element of external communications is so important to provide comfort not only to your own people but also to the international community that is engaging at different levels; tourism, investments, trade, commerce, sports etc.



We need to learn from what people around us are doing right and stay positive. Roy T. Bennett said it aptly in his book, The Light in the Heart: “Instead of worrying about what you cannot control, shift your energy to what you can create.” The only way to span a crisis is to stay positive and innovate.

As an entrepreneur too and the designer behind House of Hend, a luxury ready-to-wear line that showcases exquisite abayas, evening gowns and contemporary wear, her designs have been showcased in fashion shows across the world.



The Middle East is known for retail, but not typically, as a fashion hub in the same league as Paris, New York or Milan. Yet, she has changed the narrative of fashion in the region. “I have approached the world of fashion with what the customer wants,” says Hend. In September, in Downtown Dubai, she is scheduled to open The Flower Café. Also an artist using creative expression meaningfully, she says it’s important to be &#8220;a role model of realism&#8221;.

South African actor and musician Anga Makubalo, known by his
stage name NaakMusiQ, calls the Middle Eastern emirate of Dubai a luxury destination.



NaakMusiQ, who hails from Port Elizabeth in South Africa’s
Eastern Cape Province, shot to fame after appearing in the award-winning South
African soap opera Generations and has since been in a number of television
shows. 



He has also had a chart-topping music hit, Ntombi ft Bucie.



NaakMusiQ’s first trip to Dubai, known as the melting pot of the Middle East, was last year on an Emirates flight when he traveled Business Class. The fashion-lover admits to being a light packer, although there are some items he would never travel without, such as cologne, a pair of sneakers, and his music.

“I also carry my scripts all the time. Because of the long
flights, I can get tired of watching a movie, I can get tired of listening to
music, so the next best thing is to get into my script and get a head start.”



He has been to Dubai before, but only transiting the airport
connecting to another flight, so this was his first official trip into the
glistening city. 



“Dubai is everything that people say it is,” he says. “We
went to the mall. It was crazy! I’ve never seen anything like it before. [The
Dubai Mall] has a full-on aquarium inside. In the middle of the center, there’s
like this huge fish tank. It’s crazy! That was probably the highlight of my
visit.” 



The actor was also intrigued by the city’s architecture and skyscrapers.

Their engineering is absolutely insane. The way they’ve built this place and the designs – it’s luxury, one after the other. Dubai has a sizeable African expatriate community, and no
dearth of African culture. As a musician, NaaqMusiQ had been invited to the
city. 



“Africans that have immigrated to Dubai request their
favorite African artist to come over so that they’re still connected to Africa
and home. The nice thing about that is, as much as it is our people that have
invited us there to perform, they have influenced people from there [Dubai] and
other parts of the country [UAE] to come and listen to our music. 



“Because they’ve become residents there, they have
friendships where they introduce African music to the people of Dubai. So when
we went there, there were quite a lot of people, even though some couldn’t sing
along, there were a lot of people who went crazy when my song [Ntombi] played.”



During his time there, NaakMusiQ was also taken to
restaurants serving African food. This came as somewhat of a surprise for the
actor that the Arab city boasted a range of eateries specializing in African
cuisine. 



“We had a lot of Kenyan food that I hadn’t tasted before, which was really nice. They’ve got Tanzanian food, they’ve got South African food, Zambian food; it’s just a whole African experience there. And they do well actually.”

While NaakMusiQ didn’t interact with the natives of Dubai,
he did get a sense of what they are like. The hustle and bustle of the city
left him greatly motivated.



“Everyone in Dubai is there to work. Everyone is there to hustle. People think that Dubai is this big, fun place, which it can be, but even people from there aren’t out partying every night. It’s people from the countries that are visiting that are out partying. Everyone else is really working. Some people are so hectic when it comes to business and money that they don’t have a life outside of their work. 



 “When they do have nights off, they choose to be at home or to put in extra hours working. It just made me want to work harder. That is the impact… Everyone there wants to do better. The standards there are incredibly high. What we would consider as good here is probably entry-level there,” says the hit-maker who now plans to return to Dubai wealthier and with more cash to splurge.

What brings you to Johannesburg?
I am here to raise awareness about Expo 2020 that takes place in Dubai, whether it is from a business participation perspective, nations for their impact people providing innovations, or solutions that we can showcase to the world at this Expo. This is the first world expo in our region, so the developing world hasn’t had an easier access of showcasing their developments to the world.
What is the current link between the United Arab Emirates (UAE) and Africa?
Historically, there have been a lot of ties between the UAE and Africa. The UAE is at the center of Africa and Asia. Between these two regions, you have some of the world’s largest growing economies and the largest growing societies. What we want to make sure is that we capitalize on that relationship, to bring value for both parties and the world.
There is an initiative, called Expo Live. It is a $100 million fund that supports innovation around mobility, sustainability and opportunity, with a social impact component. It supports grant recipients with an opportunity for unlocking potential for people and communities to be able to succeed in access to funding, in access to education, in access to markets, supporting entrepreneurs, empowering women and empowering youth. All of these are access to opportunities. …So far we have 45 recipients that have been grantees of Expo Live. From the 45, 14 operate or are from Africa.
You’ve been instrumental in regional business development and integration, where do you see Africa positioned in terms of global business?
There is huge potential in Africa. African nations have done a tremendous job in really leveraging their assets. I am not just talking about its natural resources, I am also talking about the educated young population. From a geographical perspective as well as historical relationship between Africa and the UAE, we want to make sure that this expo provides opportunities. In 2017 we have awarded about $3 billion in contracts – construction and non-construction related. On top of that we will have 180 nations participating in our expo. These nations will need help in terms of design, construction and content and exhibits. On top of that we will have 25 million visits to our expo during a six-month period. We will need all kinds of services. The expo is a huge opportunity for businesses that already have the capability, in terms of resources, brain power and passion, to be able to deliver to the world.
What attracted you to Expo 2020?
We live in a world that is so connected we can no longer say ‘it is not my problem, it does not affect me’. That is not right. Sooner or later it will affect everyone. That is why the social impact component is critical.
Each nation should have its own voice. It doesn’t matter how big your country is, in terms of land or the economy. If we really want to solve the world’s pressing challenges, everyone has to be on equal footing. Everyone has a voice towards that solution.
Do you see African cities attracting global events, like Expo 2020?
Already in South Africa you have an ability to host; you’ve had the 2010 World Cup that had so much energy, the rest of the world watching wanted to be here and be a part of it. For any major event there are certain criteria that you need. You need a solid infrastructure, you need a strong hospitality sector, in terms of hotels services and food and beverages. From a communications perspective, you need to be able to tell the stories. You need a safe environment. You need support from the business community and from the people of the community itself. There are a lot of African nations that have made great strides in all of these areas.
